Shipment of 24 high-cube containers and 11 40-foot flat racks highlights FGL’s project cargo, heavy-lift and compliance capabilities.
September, 2026
Qingdao, China – FGL Qingdao team has successfully completed a turnkey export logistics project for a complete boiler equipment package from Qingdao, China, to Jakarta, Indonesia. The shipment comprised 24 HQ containers and 11 40FR flat racks, with a direct transit time of 9–11 days. The project involved boiler components manufactured across multiple locations in China and required end-to-end planning, heavy-lift coordination, over-limit cargo approval and sensitive export compliance.
FGL provided a fully integrated one-stop service covering factory consolidation in Tianjin, Fujian, Suzhou, Dalian, Henan, Hebei and Shandong, deployment of more than ten extra-long special flatbed trailers, cross-regional consolidation of boiler components at a Qingdao warehouse, tallying and sorting, and independent design of the complete container stowage, placement and securing plan. No loading plan was provided by the customer or the factories, so FGL developed the entire stowage logic from scratch. The scope also included mixed loading of bare large components and wooden-cased precision accessories, lashing and securing of over-limit heavy items, repeated data verification and resubmission of over-limit documentation to carriers for re-review and space adjustment, special booking of scarce flat racks and high-cube equipment during peak season, compliant customs declaration for export-control-sensitive dual-use boiler valves, and full space protection and tracking through to smooth sailing with zero shut-outs.
Key Challenges Overcome
The project presented several complex operational challenges. The supply base was highly dispersed, with boiler parts and components produced across seven provinces and municipalities, creating significant workloads in special vehicle scheduling, batch pickup and multi-factory coordination. The cargo mix was also highly varied: large components were shipped bare, while precision small parts were packed in wooden cases, with differing weights, dimensions and protection requirements. With no original loading plan available, all stowage, layout and securing solutions had to be planned by FGL.
In addition, because the boiler equipment was produced and shipped in phases, preliminary factory data often differed from the actual dimensions, weights and volumes of finished components. The project also included over-width heavy-lift components with maximum widths of 4.5–4.7 metres, classified as carrier-controlled over-limit cargo with strict requirements for loading plans, centre-of-gravity control, securing standards and declaration drawings. The shipment coincided with the peak sea freight season, when 40FR flat racks and high-cube equipment were extremely scarce and cargo shut-outs were common across the market. The boiler valves were also classified as dual-use items, making them highly sensitive export-control cargo requiring detailed compliance review, filing and declaration.
Tailored Solutions and Execution
1. FGL applied a standardized multi-point pickup control process, appointing professional heavy-lift trailer operators and issuing separate pickup authorizations for each boiler component factory to standardize site handover, avoid cargo damage and prevent wrong or missed pickups. For stowage, FGL independently designed the full loading and securing plan based on the actual size, weight, material and packaging condition of each component, applying heavy-light layering, zoned placement, isolation and protection for bare components, and proper positioning for precision wooden-cased parts. This approach optimized container space, controlled overall centre of gravity and reduced the risk of compression and collision during ocean transit.
2. To manage dynamic data changes, the team carried out batch-by-batch on-site measurement of actual dimensions and weights, continuously updated the cargo ledger, and reworked over-limit drawings and declaration materials after each data update for resubmission to the carrier.
3. Leveraging long-term carrier relationships, FGL maintained close communication and secured all space despite peak-season booking risks, achieving precise booking and stowage.
4. For the 4.7-metre extreme over-width boiler components, FGL developed customized centre-of-gravity calibration, bottom support and multi-point lashing solutions, supported by a full set of loading drawings and safety notes that successfully passed the carrier’s high-standard over-limit review.
5. During a market period characterized by container shortages, congestion and widespread shut-outs, FGL secured all space and equipment for 11 40FR flat racks and 24 high-cube containers, maintaining stable rates and priority loading with zero missed loading and zero cargo shut-outs.
6. For the dual-use boiler valves, FGL conducted advance classification review, prepared specialized technical documentation and end-use statements, and cooperated with customs inspection item by item, achieving one-time clearance release with no cargo detention or delay.
Project Capabilities Demonstrated
This project reflects FGL’s core strengths in complete-project logistics: handling complete boiler equipment with multi-point nationwide component consolidation; designing full container stowage and securing plans without customer-provided solutions; managing repeated component data changes caused by production cycles and multiple carrier re-approvals; moving over-width boiler components of up to 4.7 metres; securing scarce flat racks and high-cube equipment during peak season; and managing sensitive export customs clearance for dual-use boiler valves.
